Reinstalling won't help. The error message indicates a missing dependency, likely a change in SSMS. We are investigating.

A few questions first to collect more details for troubleshooting this issue. Is SSMS 18.12 still installed on your system? Does SQL Assistant's add-on work in 18? Do you have Visual Studio installed on the same system and if yes, which version?
If instead of installing an upgrade, you download and install SSMS 19 directly, do you still get the same "ServiceCache class not found in Microsoft.SqlServer.Express.VsIntegration" error?

I have Visual Studio Professional 2022 v17.6.5.
I was unclear a bit.
18 version cannot be upgraded to 19 and they have separate installations.
So before upgrading SSMS, I uninstalled SSMS 18.12 and now I'm on 19.1.

Would it be possible to try installing 18.12 back to check if that resolves the issues with not found class or assembly?

We need to test one more thing
1. Please download and unzip this file https://www.softtreetech.com/sqlassist/diag/sa.ssms19.zip to SQL Assistant's bin folder C:\Program Files (x86)\SQL Assistant 12\bin
2. Start SSMS
3. You're very likely going to see an error message, but the error message text is going to be different this time. Please let us know what's in the error message.

What about Run as Administrator mode? Does it make any difference?

By the way, the file you copied doesn't have the old error message, the format has been changed, the new message should end with DTE version number.

Nope. Started both in admin mode and the message is the same without version.
Here is my log of SSMS, maybe it will be helpful:
