I can not get report of creation, modification and delete of users.

Do you see these events recorded in Sybase audit trail tables? in the repository database?
Basically the question is, are they recorded in the database? If not, the root cause is not in the report. If yes, there are present in the audit trail, but don't show up on the report, then something might be wrong with the report or might be just report time filters skipping old events.

I can see creation of logins in Sybase audit trail tables. Repository database never worked and that report of creations of logins not work.
