This is done on purpose to eliminate any potential problems with settings incompatibility. The retail version will support migration from 3.x releases, but not from 2.0, 2.0 is too old and too different.. Please note you have missed 2.5, 3.0, 3.1 and 3.5. Support for version 2.0 ended about half a year ago.
