The WAR file needs to be copied to the /webapps directory. Tomcat automatically deploys it and unzips the contents into full file structure starting with the directory name that matches the war file name. I had the 24x7 folder under the ROOT directory instead of the webapps directory! Hence why it could not find the references to the class files. I'm sorry for the touble.
