You've got 2 options:
1. Pick "Daily/Weekly" schedule type. Select all days, enter 6:45 as the first run time. In the "re-run at" field enter 10:00,16:45 values. To use this option you must run 24x7 version 3.4.23 or later.
2. Pick "All Day" schedule type. Select "Reap at the following times" option, enter "6:45,10:00,16:45" into the time-list field.
