Auto restart starts with job monitor disabled

I have scheduled "auto restart" every Wednesday. The auto restart happens eactly at the designated time. However, on start up the job monitor and job queue are disabled. I have to shutdown the 24x7 manually and restart. Then it functions normally. Can anyone help me on this. I cannot afford the "disabled" status.

This could happen in the following cases
1. There are no active jobs. Is the blue countdown clock displayed on the bottom of the screen working after restart? Perhaps when 24x7 restarts it loads wrong job database (perhaps you have several of them with the same name and it finds and loads a wrong file).
2. It restarts in an agent /AGENT or /NOTIMER mode. Is the blue countdown clock displayed on the bottom of the screen working after restart? 24x7 attempts to restart with the same command line switches that were used to start it.
