With 24x7 v3.14.17 in service mode, the scheduler will restart after the client saves changes to a job. Is this something new because it seems to hang waiting on jobs to finish.

If you mean the GUI, then it is not new. After you make changes in the job setup it attempts to restart the service in order for the service to reload job settings.

To avoid this behavior consider using 24x7 Remote Control which works as client/server tool.
