Yes, the 24x7 Event Server will be a new component in the Automation Suite and it will be also available as a separate product. We will be starting public beta testing in about 2 or 3 weeks.
Basically the event server is a piece of software that can monitor and react to all kinds of event on the system. Here is a copy/paste from some internal project document (this is not guranteed to be a full list of supported event types)

[New NT event log record]
[Process start], [Process termination]
[Run OS process]
[NT Service Start], [NT Service Stop]
[Window Appearance], [Window Disappearance]
[Server down], [TCP service down]
[Web server slow response]
[LogOn], [LogOff], [System Shutdown]
[Shutdown] (with Console Events)
[New File][Delete File][File change][Dir change]
[Text Log File Update]
[Process Hanging]
[Dial-up connection start], [Dial-up connection stop]
[CPU utilization], [Memory utilization], [Free disk space], [Number of running tasks]
[User specified performance counter] (for example number of errors in ASP pages, etc…)
[System start-up]
[SNMP Trap]
[Dr.Watson Error]
[Database Change] [Database not available]

All events have sets of parameters and fitters that can be used to specify which particular event is of interest and what to do if such event is detected. Among supported response actions are running processes and batch files, sending emails, sending SNMP traps, running 24x7 Scheduler jobs and so on.

The "Web Based Scheduler Management Systems" are ASP and JSP versions of web-based graphical interfaces (GUI) for the 24x7 Scheduler. These interfaces will implement most of the functionality currently available in Windows GUI plus they will provide better support for job templates and template security.

Both event server and web-based stuff will be available for free to site license users. I do not know how this will structured for other users.
