I am evaluating with a test job. Running a .bat file on a server from my PC. Receiving error: Logon failed. Return Code 1314 - A privilege is not held by client.
I have tried my username, domain administrator, server local administrator and system. All had the same results.

You need to grant explicitly RUN_BATCH privileges to the account. These privileges are disabled by default event for admnistrator accounts. Use Windows Security Policy tools to grant/revoke privileges. See on-line help in 24x7 for more info on this topic..
