I have a script job which runs every 30 minutes.
It used to run fine but now it won't run at all unless
I keep changing the start date to be a current date.
I have tried running this as a service and not.
I tried upgrading from 2.4.13 to 2.4.15.
The properties of the jobs are as follows:

Try creating a new job with the same properties and disabling this one.
Just in case, don't use "Copy properties of another job" link in the Job Properties Wizard.

Do not forget to save changes.

Please let us know if anything will appear in the Next Run column for the new job.
