I've found some strange Chinese characters in popup for built-in functions.

Could you please backup your current SAS file and reload factory default settings? Do you still see them after that?

This stuff comes from DB Options -> SQL Assistance -> Custom Assistance section which has some contents that appears incompatible with the new version. The upgrade doesn't touch it because it may have custom data, which is an issue.
In the version you are running it can be fixed only manually. Please copy and paste text from the Custom Assistance field to Notepad, fix it if required and then pase it back.

I see. Simply copy-pasting it back was enough. There were no changes made there. Or at least none I remember.
