T-SQL Default Style or T-SQL Custom, not the actual rules themselves) does not reorder them in the dialog that pops up for Ctrl+Shift+F11. Actually, it doesn't even save in .sas, closing SA Options and reopening it loads them as they were. I had to reorder the whole bunch in the file.
