No Web UI if i run the scheduler in the background mode

I am running the master 24x7 scheduler program in "no gui" mode. And enabled the web ui, deployed the war file in tomcat. When i try accessing the scheduler thru browser, it does not work. But if i run the master scheduler with GUI mode the web ui is working. Is this expected behavior? any one else encountered this?

Please turn on tracing option in the Tools -> Options menu -> Log tab. Restart in console mode (NOGUI mode) try connecting from the web console. Check debug.log in the scheduler directory. If the log doesn't indicate any attempted connections, the scheduler is not sensing any incoming calls, and so there might be a problem with your system configuration. You are possible running it in NOGUI mode as a different user, or something else like security related that doesn't allow the web server to communicate to the scheduler process.

Please describe how you start the scheduler in NOGUI mode and whether you use the same user account to run Tomcat and scheduler processes
