What icon from the launch pad will i need to install in order for me to look into these questions :
a) historical reporting -- previous day at a particular time the query was running.
b) CPU utilization at the time of server crash
c) how was the alert not sent by email or pager
d) performance tuning of the Database

Assuming that your questions relate to DB Tools software, here are the answers...
a) Install monitoring package for DB Application Expert – this can be done directly from the DB Application Expert module when you get a prompt on startup or it can be done using the Database Setup utility.
b) same as a)
c) which alert? From which application?
d) There is no definite answer. It depends on which area of the database suffer from poor performance. DB Tools comes with many tools. For example to get an instant view of your database performance analysis you can run DB Tuning Expert. There is nothing that needs to be installed to run it as it analyses the current performance and pin-points badly tuned parameters and other hot-spots. For long term performance tuning goals, get DB Trends package installed. DB Tuning Expert can use stats collected by DB Trends for long turn performance analysis to proactively warn about potential problems before they occur.
