This sounds like there are held back by some other jobs. Check in the job log if there are job finish events for other jobs just before the start of the late jobs.
To remedy this situation, create additional job queues (Tools/Job Queues menu) and put different job streams into different queues. : I have been having some issues with the 24x7 lately
: regarding scheduled jobs. They may be scheduled for 3:00am
: and not kick off until 4:15am. Times are totally
: random, no pattern. Do not see anything in the event
: logs to indicate issues. Also, in triggered
: events, the first few jobs may run, and then
: the remaining jobs do not. Then a trigger will

: see if times were off, they were not. Schedule
: log will show job starting at scheduled time
: but logfile and event viewer show job starting
: at a different(later) time.
