Yes, it is surely working under XP, SP2. 1 and 2. Post your script and will tell you where the problem is. 3. You get a clear message explainig the problem. Your mistake is assuming that admin accounts have all privileges given to them by default. Wrong. If you are an admin you can enable any privilege you want.
