From 24x7 point of view there is no difference and no special process treatment under Windows 2003. I suspect that your application fails on startup.
Can you run it manually? Can you start it from DOS?
Does your application write to any log files or Windows Event Log? Did you check MDAC and FoxPro ODBC drivers work properly? PS. Windows 2003 features built-in terminal server which is enabled by default enabled. Some applications stop working in terminal server mode.
