Is there a way to do a ServiceStop for a
service on a different server other than
the one that 24x7 is running on?

You would need to install 24x7 on the remote server then you can run it in 24x7 Remote Agent mode and use it execute any jobs, scripts and commands remotelly uncluding ServiceStop
