Where is the Job Template Builder located?
Documentation is telling me it's under the Tools menu, but I don't see it.
I'm running version 3.2.3

It doesn't exist in your version. You must be reading documentation from a more recent version.

Correct. Neglected to check that. If I download the new version
and use the Builder from that, will the *.ini file work with my
previous version?

The answer to your previous question is Yes, it is just an .INI file builder. However please keep in mind the Template Builder supports some features that are available only in more recent versions including more job properties and more edit styles.

The answer to you second question is No. All upgrades for the same major version are free.
