This version includes several fixes. Two most important are
1. Fix for random crashing of 24x7 in the Master mode on Win NT 4.0 when 3 or more job queues are defined
2. Fix for broken job "retry on fail" feature (in v3.1.0 and later such jobs keep retrying to infinity, rather then the specified number of attempts)
