Is there a way to generate a warning email when 24x7 is shut down? I don't see this as one of job triggers (similar to "On 24x7 Scheduler start up").

There is no built-in feature available for this task. A workaround for this is to have 24x7 running on another machine (let's call it "monitor") and periodically running some job that pings the main 24x7. If ping fails, the monitor will send the desired emails.
