It looks like master.bat is trying to run JAVAW.EXE .
I had asked the system admin to exclude JAVA.EXE from being blocked by the antivirus.
If I changed the line in the .bat file from JAVAW.EXE to JAVA.EXE and hardcoded the JRE path and now the batch file works.
I'm thinking JAVAW.EXE is blocked.
I'm going to get the system admin to exclude JAVAW.EXE and then try again.
btw I've copied MASTER.BAT and am making changes to the copy not the original...

Problem Resolved!
It looks like the problem was trend micro AV blocking JAVA.EXE and JAVAW.EXE.
Now that they are whitelisted the original master.bat works correctly.

(now on to the PRODUCTION servers...)
