There are two possible scenarios:
a) You have a separate job for every office. For every office bound job create another "notify" job of script type that runs 15 minutes before the main one and all it does it calls MailSend statement to notify the correct office admin of upcoming main job. The advantage of doing this is that these jobs can simultaneously. The main disadvantage that you have to create and maintain 2*57 jobs.
b) You have one big job of script type that sequentially does something for each office. In that job for every office you have to call MailSend first than call Wait 15 minutes than call Run (or whatever). Therefore, you have just one job but that job will run at least 15*57 minutes (22 hours). It does not sound like a good option but guarantees sequentially execution. The script itself can be setup as asynchronous so that it does not prevent other jobs from running.
