It uses internaly sys.dm_os_sys_info, sys.dm_os_ring_buffers, and sys.dm_os_performance_counters to get CPU and similar OS level metrics. You most likely run your server on a multiple CPUs machine or VM. The sum could be more than 100% when multiple CPUs are utilized.

Yes, I guessed that part. I meant the part where removing the SQL Server from the picture caused everything to go negative. Windows somehow corrects/fixes/reworks/barks/whatever these metrics when they are displayed in Performance Monitor. Couldn't something similar be done in the dashboard? I'm just throwing around some ideas... The Processor Usage tab is pretty useless this way (I've also found no way to zoom out, which is a problem even with usable data when I accidentally zoom in).

Not sure how that get to go negative and even upside down. SQL Server and Other are separate series though they are stacked on top of each other. It feels like a bug in the chart component.

To zoom in, you can use left mouse button with a mouse lasso, which sounds like you already know. The same method can be used to zoom out while holding down Ctrl key.
