After adding a new user, please don't forget to click the File/Save menu to save changes to the job database file or better restart the scheduler to force the security cache reload. Try this, stop the scheduler and start the agent. Use the security options in the agent to configure users and access. When done quit agent and restart the scheduler with security enabled again. As soon as I turn it off again the web console works fine.
