I was able to deploy the app by unzipping to the target directory and then restarting the web server, but the recommended way did not work for me.

If you run Tomcat 5.1 or later you can simply copy the WAR file to Tomcat's webapps directory and just wait for a few seconds. The Tomcat server will deploy copied WAR file automatically. The only disadvantage of this method is the application name is always the same as the WAR file name, so when you connect to the web server you need to type that name in the URL, something like the following: http://localhost:8080/jwi24x7/
