netstat always returns something. You likely don't have permissions to query the system configuration. Please ask somebody who got such permissions to run it for you.

I said "netstat always returns something" there are lost of system services listening for all kinds of network requests.
You said "it doesn't show up anything, just returns the blank line"

netstat returns all the ports used by other applications and I cannot find the onse used by ra_server.
What I meant to say was - "netstata -a | grep 1096" returns blank line.

That was the key piece of the info.
The fact that nothing is listening on port 1096 indicates that ra_server is not installed
