I am trying to use the remote control function to access the main schedule across the network. I have set up the driver as winsock, and the port as 10099, and the correct ip address, but it comes back requested server not active.

Do I have to enable the Distributed server within the options on the main scheduler? Is there anything else I need to do?

Yes, you need to enable the server mode. Please also check in that in the server properties you have 10099 for the port number (same number as specified on the remote).

If you are using a registered version make sure you have at least 2 single licenses or a site license.
