It cannot find the job database file because you don't start 24x7 from the 24x7 installation directory. A quick fix for it is to update the shortcut or
use File/Save As menu in 24x7 to save job database with a different name. This will force 24x7 to remember the full file name including path to it. : I have 24 X 7 in my startup folder in Windows 95 and it starts up just fine
