I am trying to rename a file in JAL script and have an issue with the rename not working correctly.

I have a file xxxmmdd.csv that I rename to xxxddmmyyy.inb

when the command FileRename (local_path, inbound_name) runs, it creates the .inb file but the .csv file is still there.

what would cause this issue and how can I correct it?

It might be due to the way the file path or name is specified. Note that both parameters expect full or relative file name. Or the source file might be in use.

You may want to try using FileMove instead of FileRename.
