How can I script the stored scripts in the JAL script library for quick creation on another scheduler.

Also the job queues.

In the event of a failover from production system to the QA system, I would move the jobs through the job database manager. But how would I create the identical queues and scripts on the failover server quickly?

Script library exporting and scripting feature is built into v5. Please contact support to obtain a download link for v5.
There is Preferences Manager in the tools menu that does to settings the same thing that Job Database Manager does to jobs and job folders.

I've installed 5 and I don't see that option in preferences manager?

I'm not sure what you are trying to do. If you want to export scripts, look for the Export... menu items under the Tools menu
If you want tto copy the entire script library, copy over the entire library.lib file ( library.dat in some versions),:
