Windows PowerShell hangs under 24x7

Neither--I was logging in as plain username ;-)

I've just tried as .\username

In both cases the computer belongs to a workgroup but not a domain (Right click My Computer, Computer Name tab).

I deleted myself from the 3 privileges, re-added myself, rebooted, logged in as .\username, but 24x7 is still giving the same error message.

Just to ensure we are on the same page.
1. Please login to computer as plain username or as .\username
2. At DOS prompt navigate (cd) to the folder where you have 24x7 installed
3. Run the following command
RunAs.exe .\username password Notepad.exe

What do you get?

The error #1314 comes from Windows. Here is my reading of it. The previous messages indicate that the user was logged in successfully, but the user running RunAs (you) doesn't have permissions to run Notepad on behave of other users (you again). My guess you are missing "Act as part of the operation system privilege" (called also as SE_TCB_NAME) or this privilege has been granted but not effective or granted to a different user account (nonlocal)

PS. Windows errors could be a little bit more descriptive, but unfortunately there are not.

Thanks. I saw that image. Two things that I wanted to check but didn't see there:
Do you have "Replace a process level token" privilege?
Do you have "Logon as a service" privilege?

I am asking about these two because on my local system I found my name in these settings in addition to other places I already asked you to check earlier.
