This is because the file is opened for "read" by IIS. For a short period of time while overwriting HTML files 24x7 attempts to lock them for both Read and Write (non shareable lock) and this locking operation fails with ""Unable to open HTML file for write operation!" Normally, you should setup a job (with logging disabled) to copy or ftp all HTM and GIF files to your Web server. PS.
