How does 24x7 go about creating log files? I notice sometimes it works, and sometimes it doesn't. Any ideas?

For versions v1.6.x:
You control logging in the Preferences/Options/Log menu for the main job log, script execution log, master and standby scheduler logs, execution statistics. For database operations you control logging in the database profile settings - Preferences/Database Profiles/[specific profile here]. For Remote Agents you control logging in the remote agent settings - Preferences/Remote Agent/[specific profile here] .

In version v2.0 "Preferences" menu was renamed to "Tools".
Also note that whenever tracing is enabled, 24x7 Scheduler writes all tracing information to both the console window and appropriate log files.

For more details on when and which log file is used please refer to your 24x7 documentation.

Something interesting is happening then. I have it logging both to the EventLog as well as generating a status report in HTML. Eventlog gets updated everyday, it seems the web page is only getting updated once or twice a month.
I'm not running it as a service, and the web file is local to the master scheduler.

The status report gets updated after each change in the main event log.
a) Make sure your Web browser in the Preferences has something like "check for newer versions of Web pages: every visit to the page" and not "never" or "once a month", etc...
b) Make sure you are checking the correct status report from the correct directory (verify the directory name in the Preferences/Options menu)
