how i can see relational diagram in DBtools of oracle 9i database.

Run DB Monitor component and then use Tools/Table Painter menu. When prompted select tables and views to paint, use standdard Windows keyboard shortcuts to select multiple names. See Tabpel Painter help topic for details on how to use this tool, how to add, delete tables, resize, add primary and foreign keys, export/import data, etc...
